Start With The Decision And Route
The refusal notice should be the first document because it identifies the reason for refusal and any administrative review information. Add the full application and evidence that was submitted, not only documents gathered after refusal.
GOV.UK guidance says Graduate visa applicants must be in the UK, have current or last permission as a Student or Tier 4 student and have completed an eligible course that their education provider has reported to the Home Office.
