The evidence should show why the supplier says the process was unlawful or unfair and what practical outcome is sought. That may be information, correction, suspension, re-evaluation, set aside, damages or settlement.

Keep commercial sensitivity clear. Mark confidential, privileged, without-prejudice and procurement-platform documents so they can be handled carefully.

  • Specific scoring comments or missing feedback that is challenged.
  • Comparable treatment evidence, clarification history or evaluation inconsistency.
  • Tender cost, lost-opportunity, margin or mobilisation evidence if loss is relevant.
  • Urgency reasons, public-interest concerns and impact of contract entry.
  • Any internal governance or board decision needed before litigation.
